Some classic 1980s and early '90s R&B takes over the 2009 African-American Heritage main stage this weekend, book-ended by a pair of consummate vocalists. Rick James protégé Teena Marie, best known for funky singles such as "Square Biz" and "Ooa La La La," kicks off the weekend Friday night, while sultry songstress Anita Baker ends the fest Sunday. Baker has certainly continued to crank out albums over the years, but her 1986 Rapture remains her signature work, a chill-jazz background framing a rich, supple, and seductive voice. Saturday night, though, packs a one-two punch of New Jack swing trio Tony! Toni! Toné! and En Vogue. Tony! Toni! Toné!--the group that spawned Raphael Saadiq--put the hard bounce rhythms of rap behind the timeless melodies of soul, in the process updating classic '70s R&B for a new generation. En Vogue, meanwhile, practically owned early '90s R&B charts with albums such as 1992's Funky Divas and its 1994 single collaboration with Salt-N-Pepa, "Whatta Man." This year's festival isn't all for the grown and sexy crew, though. Contemporary soul man Raheem DeVaughn provides the love songs Friday night, one of four new school R&B singers hitting the stages. Jesse Boykins III--whose The Beauty Created was a overlooked gem last year--and the irrepressible, emerging soul goddess Kimberly Nichole heat up the Verizon Wireless stage Saturday night, and the lovely, honey-voiced Laura Izibor graces the main stage Sunday night before Baker. And don't sleep on the locals: The versatile Maimouna Youssef and local loverman J Soul rock the main stage Saturday, local MC and whip-smart lyricist Wordsmith teams up with New York's Chubb Rock on the Verizon Wireless stage Friday night, and the local pan-soul global-music machine Fertile Ground rocks the sidestage Sunday night. Remember during Hurricane Katrina when hundreds of dogs, cats, and other pets owned by New Orleans residents were abandoned by their families who had nowhere safe to leave them? Or the hundreds that were brought to animal shelters with hopes that someday their owners would be able to come back and reclaim them? Tragic as it seemed at the time, that catastrophic event helped draw attention to the fact that animal-control facilities in municipalities across the United States ought to put together disaster plans so they can respond to that kind of crisis without the kind of chaos that ensued in New Orleans. Baltimore City Animal Control is now in the process of planning its own disaster proposal, called the City Animal Response Team, and it's actively looking for volunteers willing to donate their time to the effort. Volunteers will be trained in emergency-preparedness, and during an emergency (should one arise) will be called upon to help handle, process, and rescue animals in danger.
