It’s pretty standard for the more upscale places in town to offer a $5 happy-hour menu, usually comprised of a short list of cocktails and some “small plates” or other such snacky food. Talara is no different, except that the bar area actually feels kind of like a bar—loungey—as opposed to a bar in a restaurant. Sure the music and neon, swoopy bar are unmistakably contrived Miami, but it’s still pretty effective, and significantly more festive than other places where you might dress up to drink, of which there are precious few in Baltimore.
